Cooling the air (dropping the temperature) is the sensible job. Removing moisture is the latent job. In a dry climate the sensible job is most of the work; here, the latent job is enormous. A system that's oversized or short-cycling never runs long enough to do the latent work, so the air stays damp.
Why high indoor humidity is a real problem

Other homes benefit from dedicated indoor air quality equipment — whole-home dehumidifiers, better filtration, or fresh-air ventilation — matched to what the home actually needs. Leaky ductwork pulling humid attic air into the system is another common culprit.
